Creating a Management Plan

1.Click on Fisheries -> Management Plans on the left-hand side of the screen.

2.The “Management Plans” page loads, click on “New Management Plan”.

3.The “New Management Plan” page loads with all fields able to be edited.

4.Name the plan so that it is easily identifiable.

5.The Plan Ref is generated.

6.The Plan version number defaults to 1 and may not be altered.

7.The Has Shares checkbox is used to indicate that the Management Plan is related to a share

scheme.

8.The Effective Date cannot be before today and will affect the status of the plan.

9.The End Date cannot be before the Effective Date and is used to limit the life of the plan.

10.The Total Units is a measure of the granularity of the plan and limit the maximum number of units

that may be assigned to licensees.

11.The Number of Licences is the maximum number of licences that may be issued for this

management plan.

12.The Plan Start Day and Plan Start Month are the day and month that the plan comes into effect in

any particular year.

13.The Plan End Day and Plan End Month are the day and month that the plan ends in any particular

year.

14.The Fishery Name may be selected from the list of Places with a Type of “Managed Fishery”. Typing

in the field will offer a list of places that match the entered text for selection.

15.Click the “Save” button.

16.The record saves with all information displayed.

17.Once the Management Plan has been created, Entitlement Schemes may be added.

18.Click on “New Scheme” to create a new scheme for the Management Plan.

19.Name the Scheme.

20.If the Scheme is limited to a species of fish, select the species – there can only be one Entitlement

Scheme at a time with the same Species and Fishery Region.

21.The Effective Date cannot be before today.

22.The End Date cannot be before the Effective Date and is used to limit the life of the scheme.

23.The Units is the maximum number of units of this scheme that may be included on all licences

current at a time.

24.The Fee Rate may be used with the Units to calculate the fees related to the licence.

25.The Input Conversion Factor is a decimal multiplier applied to the number of units on a licence that

results in the quantity of the Input Control Type that the licence allows. It is used to scale the

entitlements from year to year as per the management plan.

26.The Input Control Type specifies the unit entitlement for the scheme.

27.The Input parameters are used to control the equipment or time that the licence holder may use

within the Fishery Region.

28.The Output Conversion Factor is a decimal multiplier applied to the number of units on a licence

that results in the quantity of the Output Control Type that the licence allows. It is used to scale the

entitlements from year to year as per the management plan.

29.The Output Control Type specifies the unit entitlement for the scheme.

30.The Output parameters are used to limit the catch taken from the Fishery Region.

31.The Override Start Day and Override Start Month are the day and month that applies as the Start

for this Entitlement Scheme, which may be different to the dates on the whole Management Plan.

32.The Override End Day and Override End Month are the day and month that applies as the End for

this Entitlement Scheme, which may be different to the dates on the whole Management Plan.

33.The Fishery Region may be selected from the list of Places of a Type of “Managed Fishery Region

and are a sub-type of the “Managed Fishery” associated with the Management Plan linked to this

Entitlement Scheme. Typing in the field will offer a list of places that match the entered text for

selection.

34.Click the “Save” button.

35.Further Entitlement Schemes may be added by repeating the steps.

36.The Documents tab may be used to upload documents so that they are attached to the

Management Plan.
