The External User role is set as the default when a new user account (login) is created.
As a user who is NOT an officer, only the External User and Online Operator roles are relevant.
External User
1.An External User can:
a.see My Applications (applications for which they are a Licence Holder) in progress
b.See My Licences (licences for which they are a Licence Holder)
c.Apply for a new licence
d.Renew, Transfer, Amend, Request to Surrender an existing licence
e.View a licence.
2.My Documents are shown for current, draft and Recent, documents can be opened either by the
view in panel or the information icon.
3.My Fees will display any fees they have outstanding.
4.My Applications via the menu – search or view via information icon an application
5.My Licences via the menu – Search, Renew, Transfer etc. of licences which they are a Licence
Holder and View Licence details.
6.Note: An External User can only see application types associated with licence types that are
marked as “Is External” in their configuration, otherwise the licensing activities are only available to
Officers (internal).
Online Operator
The Online Operator role is used in addition to the External User role and adds a limited range of extra actions that may be taken when undertaking licensing activities.
An Online Operator can search for licences that do not belong to them as Licence Holder, in order to add those Licence Holders as Parties involved in their current licence application e.g. add a Commercial Fishing Licence holder as the Master on a boat licence being applied for or amended.
The Licence Holder being searched for must be the licence holder of a current licence of a licence type which has been linked to the licence type being applied for, and can only be located by entering the full licence ref of that licence, e.g. a fishing boat licence associated with a particular fishery licence.
1.When applying for a licence that requires roles other than licence holder to be included.
2.In the Parties tab, click on the “Add Role”.

3.When more than one role is available, select the role to be added.

4.Enter the full licence ref for the licence that the party to be added is a licence holder of.
5.Select the licence holder by the check box and “Add” the party.
